Final Inspection Checklist
Compare against the original condition report for every item: walls (marks, holes, scuffs beyond fair wear and tear), carpets (stains, burns, damage beyond reasonable use), windows and blinds (breakage, missing slats, operation), kitchen (oven, stovetop, rangehood cleaning), bathrooms (grout condition, mould beyond reasonable standard), gardens (lawns mowed, gardens maintained), and rubbish removal (all items removed, bins emptied).
Wear and Tear vs Damage
This is the most contested area at VCAT. Wear and tear is gradual deterioration from normal use — small scuffs on walls, carpet flattening in walkways, minor fading. Damage is deliberate or negligent harm — holes in walls, carpet burns, broken tiles. A landlord cannot claim for fair wear and tear from the bond.
Bond Return Timeline
Once the tenancy ends and you agree on the bond claim, apply to the RTBA for bond release. If there is a dispute, either party can apply to VCAT. Bond must be returned within 14 days of agreement or VCAT order.
